About Governance at Hazelbury Bryan Primary School
Hazelbury Bryan Primary School’s Full Governing Body (FGB) operates a circular model of governance, meaning that all governors meet as a single body rather than working through multiple standing committees. This approach streamlines decision‑making, ensures all governors have a shared understanding of the school’s priorities, and allows the board to work collectively on strategic matters. Where specific issues require more detailed scrutiny, short‑term working groups may be set up, but final oversight and decision‑making always remains with the full governing body.
The Role and Functions of the Governing Body
The governing body is the school’s strategic leadership team. It operates within the statutory responsibilities set out by the Department for Education and supports the school in delivering high‑quality education for all pupils.
The core functions of the governing body are as set out in The School Governance (Roles, Procedures and Allowances) (England) Regulations 2013, regulation 6(2) and include, but are not limited to ensuring:
that the vision, ethos and strategic direction of the school are clearly defined
that the headteacher performs their responsibilities for the educational performance of the school
the sound, proper and effective use of the school’s financial resources
These functions apply to all maintained school governing bodies and reflect national expectations for effective governance.
How Governors Are Elected or Appointed
Governors join the governing body through different routes depending on their category:
Parent Governors – elected by parents/carers of pupils at the school. If insufficient candidates come forward, the governing body may appoint parents.
Staff Governors – elected by staff. If the election is uncontested, the nominee is automatically appointed.
Headteacher – becomes a governor automatically by virtue of the role (ex officio), unless they formally opt out.
Local Authority Governor – nominated by Dorset Council and appointed by the governing body based on skills and suitability.
Co‑opted Governors – appointed by the governing body following consideration of the skills required to support effective governance.
Associate Members (if used) – appointed for their expertise and may serve on working groups or attend FGB meetings but are not full governors.
Every governor serves a term of office as set by the governing body (usually four years), after which they may be re‑appointed or reelected.
